- Phase 1 is in effect. CMMC implementation began November 10, 2025, when the DFARS CMMC acquisition rule took effect.
- Phase II is suspended. On July 13, 2026, the Department of War suspended the Phase II requirements that were scheduled to begin November 10, 2026. During the suspension, solicitations may require only CMMC Level 1 (Self) or Level 2 (Self).
- The underlying rules still apply. DFARS 252.204-7012 and the 110 security requirements of NIST SP 800-171 Revision 2 remain in effect.
- C3PAO assessments remain available. Voluntary Level 2 (C3PAO) certification assessments are still operational through Authorized C3PAOs.
Buyers often ask whether they need a C3PAO, an RPO, or both. The short answer: they do different jobs. One prepares. One assesses. Mixing those jobs is exactly what CMMC's impartiality rules are designed to prevent.
Two different jobs in the CMMC ecosystem
A CMMC Third-Party Assessment Organization (C3PAO) is authorized or accredited by the Cyber AB to conduct CMMC Level 2 certification assessments under 32 CFR Part 170. The C3PAO builds an assessment record against NIST SP 800-171 Revision 2 and NIST SP 800-171A, scores results under the CMMC scoring methodology, uploads outcomes to the CMMC instance of eMASS for transmission to SPRS, and issues a Certificate of CMMC Status when the rules allow.
A Registered Provider Organization (RPO) is a Cyber AB ecosystem participant that helps Organizations Seeking Assessment or Certification get ready: scoping advice, gap analysis, documentation support, remediation plans, and coaching. An RPO does not issue CMMC certification status. Think of the RPO as readiness help and the C3PAO as the independent exam.
123 Efficient CMMC, LLC operates as an Authorized C3PAO. We assess. We do not provide implementation consulting to organizations we assess, consistent with Cyber AB independence rules and ISO/IEC 17020 impartiality expectations for inspection bodies.
C3PAO vs RPO at a glance
| C3PAO | RPO | |
|---|---|---|
| Primary job | Independent Level 2 certification assessment | Readiness, advisory, and remediation support |
| Can certify you? | Yes, when authorized/accredited by Cyber AB | No |
| Typical outputs | Assessment results, Certificate of CMMC Status, eMASS/SPRS path | Gap findings, SSP/POA&M help, implementation guidance |
| Impartiality rules | Strict CoI / no grading their own consulting work | May advise and implement; cannot act as your C3PAO for that OSC in the CoI window |
| When you engage them | When you need Level 2 (C3PAO) status or a mock/certification path | When you need help closing gaps before assessment |
| 123 CMMC role | Authorized C3PAO — we assess | We coordinate with your RPO; we do not act as your RPO for orgs we assess |
The three-year conflict-of-interest rule
CMMC's trust model depends on the assessor not grading their own homework. Under 32 CFR §170.8(b)(17) and the Cyber AB Code of Professional Conduct, a C3PAO—including its assessment team—must avoid assessing an Organization Seeking Certification when the C3PAO (as an organization) provided consulting, advisory, or preparatory services for CMMC assessments within the prior three years.
That prohibition is organizational, not a staffing trick. Routing the certification assessment to a different employee inside the same firm that consulted for you does not clear the conflict. If the firm helped you prepare, the firm is out of the certification assessment for that OSC until the window expires. C3PAOs must also avoid offering implementation advice during the assessment itself, and they cannot guarantee a passing result or tie fees to certification outcomes.
For buyers, the practical takeaway is simple: pick your readiness partner and your C3PAO as separate organizations, and keep records of who did what. That protects the integrity of your Certificate of CMMC Status and reduces awkward late-stage surprises when a Lead CCA conflict check fails.

Get My Complimentary CMMC Readiness Spot CheckWho to hire when
Hire readiness help (internal team, consultant, MSP, or RPO) when…
- Your System Security Plan is incomplete or out of date.
- You still need to map CUI flows and decide assessment scope.
- You have open NIST SP 800-171 gaps and need a remediation plan.
- You are preparing a Level 2 (Self) package for SPRS and want coaching—without confusing that with certification.
Hire a C3PAO when…
- You want Level 2 (C3PAO) status (Conditional or Final) recorded through eMASS to SPRS.
- A prime, customer, or internal risk policy asks for third-party certification even while Phase II is suspended.
- You want an independent Detailed Mock Assessment or formal certification assessment against the 320 Level 2 objectives.
- You need a clear boundary between the people who implemented controls and the people who assess them.
During the Phase II pause, Level 2 (C3PAO) is generally not what new DoD solicitations can require—but voluntary certification is still available, and many organizations pursue it for subcontracting, customer assurance, and False Claims Act risk management. For how the assessment itself runs, see our guide to the CMMC Level 2 certification assessment.
How RPOs, MSPs, and consultants work with 123 CMMC
We expect most OSCs to arrive with helpers. Your RPO or MSP can stay in the room for evidence collection logistics, system walkthroughs, and clarifying how controls are operated—so long as the C3PAO remains the independent examiner. We do not take over remediation mid-assessment. If something is NOT MET, your implementation team closes it; we re-evaluate under the rules that allow it.
If you are a readiness partner looking for an Authorized C3PAO to assess your clients, see who we serve and talk to our team. We are built for coordination without blurring roles.
Common mix-ups to avoid
- “Our IT vendor said they can certify us.” Ask which Cyber AB authorization they hold. Implementation credentials are not C3PAO authorization.
- “We’ll use the same firm for gap fix and certification to save time.” That is the CoI problem. Save time by sequencing separate firms early.
- “RPO registration means we’re certified.” Registration is not a Certificate of CMMC Status.
- “Phase II is paused, so we can ignore independence.” Self-assessment accuracy still matters for SPRS and DFARS 252.204-7012. When you do pursue C3PAO certification, impartiality rules still apply. Compare pathways in Level 2 (Self) vs Level 2 (C3PAO) and how SPRS scores work.
Questions to ask before you sign either contract
Whether you are interviewing an RPO or a C3PAO, a short diligence list prevents role confusion later:
- What Cyber AB status do you hold, and can I verify it? For a C3PAO, ask for the Marketplace / member listing. For an RPO, ask what registration means in practice for your engagement—and what it does not mean.
- Who will implement controls, and who will assess them? Get the answer in writing. If one company proposes both for the same OSC, ask how they plan to satisfy the three-year consulting prohibition.
- What is in scope for this price? CUI asset inventory, cloud services, ESP/CSP boundaries, and multiple enclaves drive both readiness cost and assessment cost. Vague scope is how timelines slip.
- How do you handle evidence? Strong partners talk about examine / interview / test methods and working papers, not slide decks alone.
- What happens if something is NOT MET? Implementers should have a remediation plan. Assessors should explain re-evaluation rules without offering to fix the gap for you.
If a proposal guarantees a SPRS score or a Certificate of CMMC Status, treat that as a red flag. Authorized C3PAOs are barred from guaranteeing outcomes or tying fees to certification results. Readiness partners can commit to effort and deliverables; they cannot honestly sell a certified result they are not authorized to issue.
Sequencing without wasting a cycle
A clean sequence for most mid-size defense suppliers looks like this: stabilize scope and SSP with your internal team or RPO; close high-value gaps; optionally run an independent mock assessment; then schedule the Level 2 (C3PAO) certification assessment with a firm that did not implement your program. In parallel, keep any required Level 2 (Self) SPRS entries accurate for live solicitations. That dual-track approach matches the Phase II pause reality without pretending third-party certification is unused.
123 CMMC sits on the assessment side of that sequence. We will coordinate calendars and evidence logistics with your RPO or MSP, and we will stay out of remediation decisions. That boundary is the product.
